Program Director | Principal

Role and Technical Experience 

Provides overall technical and administrative management and oversight for the project. Provides the strategic vision and direction to guide P4 operations. Manages financial, programmatic, monitoring, and reporting to ensure compliance with USG regulations, including HHS/CDC and OGAC policies and award requirements. Leads the project team in delivering an efficient and innovative approach to managing PPPs.

Ms. McMurray has over 25 years of experience in global program leadership and management of project teams, grants and contracts internationally and domestically, and has served as Vice President of Metropolitan Consulting Corporation and Contracts Manager at Cardno. Her management leadership extends to work with US Government agencies such as HHS/CDC, OGAC, Department of State, USAID, and DoD as well as private sector clients ranging from start-ups to Fortune 100 firms. As P4’s Project Program, Ms. McMurray leads her project team in providing technical assistance to OGAC and CDC to help ensure the efficient leveraging of USG and private sector resources in support of PEPFAR’s goals of improved health outcomes, sustainability, and country ownership under PEPFAR’s 3.0 strategy.

Position

Program Manager

Role and Technical Experience 

Oversees daily management and administration of program PPPs, subcontractors, resource firms, vendors, and consultants, and ensure all activities are on track for each PPP through the project life cycle. Establishes and executes project expectations in governance frameworks and contracts with partners, subcontractors, firms, vendors, and consultants to ensure all functional areas are engaged on each PPP. Drives PPP planning activities, including scopes of work and management plans to guide program schedules, and is responsible for project reporting.

Oversees strategic approach to knowledge generation, communication and transfer from P4 and PPPs to key stakeholder target audiences, including CDC, OGAC, the private sector, host country governments, and other stakeholders. Develops, monitors and measures communications and knowledge management tools and platforms. Orients PPPs and partners on branding, strategic communications, and knowledge management.

Position

Monitoring and Evaluation Specialist

Role and Technical Experience 

Work with the program team and partners to refine and execute the overall project Performance Monitoring Plan. Oversees rollout of monitoring and evaluation activities in order to measure, capture, and document PPP contributions toward accomplishing PEPFAR goals. Advise and provide technical support to PPP evaluation efforts. Manage real-time results reporting and lead adaptive management to ensure program quality assurance.

 Specialty

Supports the internal subaward progress report review process. Assist in the organization and implementation of program activities. Process and track subaward and vendor invoices. Coordinates overall program and administrative oversight for the program and subawardees.
