Name: mHealth Kenya Public-Private Partnership Evaluation Study

Overview: mHealth Kenya Public-Private Partnership is a partnership between CDC Division of Global HIV/AIDS and & TB and mHealth Kenya Limited Company that links private and public organizations to support health service provision in Kenya by leveraging mHealth technology. Under this partnership Cardno is managing the technical review and funding of the following mHealth Kenya programs: Text for Life Project (in conjunction with Kenya National Blood Transfusion Services (KNBTS) ) and Early Infant Diagnosis Project and Kenya Medical Supplies Authority eMobile Project.

Text for Life (T4L) Project supports the KNBTS to increase the number of blood donations by increasing new donors and repeat donations and improving continuous blood donor management and communication processes through innovative use of mHealth and SMS apps. The evaluation analyzes the T4L database and KNBTS program databases to provide better data on blood transfusion coverage, service utilization, referral patterns and adverse outcomes. SMS-based donor communication will be evaluated at regional and national levels.

Early Infant Diagnosis (EID) Project aims to improve turnaround time of receiving the EID lab results using SMS printers to transmit lab data from regional reference labs to public health facilities and clinical care providers. More efficient EID protocols will help increase the number of women who receive maternal prophylaxis for the prevention of mother to child transmission of HIV (PMTCT). The evaluation assesses to what degree the lab reporting turnaround times were reduced.

Kenya Medical Supplies Authority (KEMSA) eMobile Project used mobile technology to help order, manage and track health commodities from KEMSA warehouses to delivery at the health facilities. The evaluation will assess KEMSA commodities management to gauge time-related efficiencies gained in tracking commodity supplies and orders to and from health facilities after using mobile technology.
